I don't have any Pokemon in the lv 100s either, so I'm pretty much out if that's the set rule.

How about a 4 person level 100 tournament and a 4 person level 50, flat rule, best 2 out of 3 tournament sound to include everyone?

We can do it like I said. DONT have 2 seperate tournaments because that's kind of stupid. If both people have 6 lv 100's then do a 6 v 6 lv 100 battle.If 1 person or both don't have 6 lv 100's then do a lv 50 flat rule battle.We don't have to make a seperate tournament.I will explain my theorie so you understand.

1 person with not enough level 100's= 3 v 3 level 50 flat rule battle
