Lugia definitely! It was one of my favourite Pokemon as a kid, and I loved how unique it was. So much cooler than Ho-Oh! Just love Lugia!

Ho-oh, it gives eternal happiness. No wonder Ash is always happy most of the time and has lots of friends. Lugia is... meh. I mean it has a useful hidden ability and can create storm but its design... is dull unlike Ho-oh's.

Lugia is a giant sea beast lizard thing capable of creating storms and tsunamis. Ho-Oh is a pretty bird with a dumb mohawk. Plus, Ho-Oh is extremely weak to Lugias arsenal of water moves.
